    Since creating and solving many vibration problems, I can say that I do not believe the dash NEEDS to come out, but the time I spent diagnosing, chasing, correcting, getting it wrong, diagnosing again, correcting again, etc, I probably could've just pulled the damn thing and sprayed the whole under side, and decoupled everything. So, if you're gonna go for broke on sound deadening and rattle murder, it might be an option. I can confidently say there isnt a single solitary rattle, vibration, or squeak left in my car (right now), but it's taken a year, on and off, to get it there. Those dash noises are the worst!
